SS4A Transportation Safety Project
A Complete Streets ordinance is a local policy that guides how streets are planned, designed, and improved so they work safely for everyone—not just people driving cars. This includes people walking, biking, taking transit, using mobility devices, and traveling of all ages and abilities. By considering all users whenever a street is built or updated, the ordinance helps reduce crashes, improve safety, and make it easier for residents and visitors to get around the community.

The Safe Streets and Roads for All (SS4A) grant program is a competitive federal grant program created through the Infrastructure Investment and Jobs Act and administered by the Federal Highway Administration (FHWA). The program provides $5 billion in funding nationwide from 2022 to 2026 to help communities prevent roadway fatalities and serious injuries.
SS4A supports regional, local, and Tribal efforts to improve transportation safety and aligns with the U.S. Department of Transportation’s National Roadway Safety Strategy, which aims to eliminate traffic-related deaths through a Safe System Approach.

The SS4A program offers two types of grants:
- Planning and Demonstration Grants support the development, completion, or enhancement of a comprehensive Safety Action Plan. These grants may also fund supplemental safety planning and short-term demonstration projects.
- Implementation Grants fund projects and strategies identified in an existing Safety Action Plan to address known roadway safety issues. Eligible activities may include infrastructure improvements, operational changes, behavioral strategies, and project-level planning and design.
An approved Safety Action Plan is required to apply for an Implementation Grant.

The City of Moab and Grand County are home to world‑class recreation and iconic landscapes, attracting more than three million visitors each year. Most traffic entering Moab is funneled through US‑191, a single highway running through the heart of town. Traffic volumes on this corridor are already high and are expected to continue increasing in the coming decades.
As traffic grows, drivers often divert onto local and rural roads that were not designed to carry heavy volumes or support multiple modes of transportation. These roads frequently lack basic safety features such as continuous sidewalks, bike facilities, and visible crosswalks. At the same time, many residents and visitors rely on walking and biking to get around, making safer, more inclusive transportation infrastructure essential.

In 2022, The City of Moab and Grand County completed the Unified Transportation Master Plan to guide the development of a safe, reliable, connected, and efficient transportation system. The UTMP outlines actionable strategies and identifies priority projects to be implemented over the next 5, 10, and 20 years.
