Moab/Grand County Safe Streets for All (SS4A) Safety Action Plan

The City of Moab and Grand County are preparing a Transportation Safety Action Plan to help makSafe Streets for All Project Area Mape our streets safer for everyone. This plan focuses on three critical corridors to identify safety risks, mobility challenges, and make recommendations for transportation improvements.

This action plan builds on the Unified Transportation Master Plan (2022), which identified the three corridors needing additional attention to identify safety, mobility, and accessibility improvements for all modes of travel. The three study corridors include:

  • Mill Creek Drive from 400 East/300 South to US 191
  • Spanish Valley Drive from Mill Creek Drive to the County Border
  • Spanish Trail Road from US 191 to Murphy Lane

Throughout 2026, the City, County, and consultant team will be working with the community to identify strategies and targeted improvements for each corridor.

Project Focus Areas

These corridors were identified in the UTMP as critical corridors for mobility, accessibility and safety: 

  • Mill Creek Drive, a critical connector between downtown Moab, residential neighborhoods, commercial areas, and the USU Moab campus
  • Spanish Valley Drive and Spanish Trail Road, major collector roads serving residential areas, businesses, and visitor accommodations in Grand County.

While some comments may relate to safety concerns beyond the study area, we will focus on improvement strategies to the three focus corridors. However, all other suggestions will be shared with the City of Moab and Grand County.

Project Background

The City of Moab, in partnership with Grand County, has been awarded a Safe Streets and Roads for All (SS4A) Grant from the Federal Highway Administration. This federal funding supports planning and identifying strategies to improve transportation safety for all users of streets—whether walking, biking, driving, or using mobility devices.

The grant will be used to build upon and update the Unified Transportation Master Plan (2022). UTMP identifies and prioritizes short-, mid-, and long‑term transportation projects designed to improve connectivity, mobility, and safety throughout the community.

The SS4A grant allows the City and County to take the next step by conducting supplemental planning, updated assessments, and concepting improvements that reflect current conditions and community needs.

Using SS4A funding, the City and County will complete safety audits, engineering studies, community analyses, review of cultural resources, and the development of a Complete Streets Ordinance. Together, these efforts will strengthen the UTMP and ensure it continues to function as a comprehensive, data‑driven Safety Action Plan.
