About the RAP Tax Advisory Committee

On Nov. 3, 2020, City of Moab voters approved Proposition 8, the Recreation, Arts & Parks Tax (RAP). Sales tax revenue generated by this tax will go directly to benefit local projects related to Recreation, Arts, and Parks. Funds can be used for capital improvements of publicly operated and owned recreational amenities including City recreation and arts facilities, trails, as well as other qualifying community projects centered around arts and culture.

The City Council will determine the percentage of the total RAP Tax revenues collected that will be allocated to qualifying non-profit organizations. The RAP Tax Advisory Committee (RAP TAC) will review applications from qualifying non-profit groups and make recommendations for this percentage of funding to the Moab City Council.

The remaining revenue from RAP Tax funds will be dedicated to qualifying City projects, which will be recommended by City staff and approved by the City Council.

On June 15, 2022, the Moab City Council approved the creation of a RAP Tax Advisory Committee. Appointments were made to the Committee by the Mayor on Sept. 29, 2022. 
The committee includes five members who meet the following qualifications:

  • One member with demonstrated knowledge of or experience in arts 
  • One member with demonstrated knowledge of or experience in parks and recreation 
  • Three members at large 

The two members with demonstrated experience must reside in Grand County; the three at-large members must live within Moab City limits.  

The committee will be chaired by a non-voting employee from the Recreation, Parks, Arts & Trail Department. 

After the committee makes recommendations based on the applications submitted, and the City Council approves funding, a list of all approved grants and projects will be published annually on this website.

Conflict of Interest: 
Moab community members are often involved with local recreation, parks and art organizations, and activities in various aspects. It is important to know when this involvement might present a conflict of interest that would not allow an applicant to serve on the committee. Committee Responsibilities

The purpose of the RAP Tax Advisory Committee is to receive applications from groups that qualify to receive RAP tax funds, review the applications, and make recommendations for the allocation of a percentage of the total RAP tax revenue to the Moab City Council. 

The committee will typically meet once per year to consider applications and make recommendations to the City Council. 

Committee meetings will be posted on the City website Agenda Center and will be broadcast on the City's YouTube channel.

HOW RAP TAX FUNDING CAN BE USED

These funds may be used for capital improvements and operations of publicly owned/operated amenities and other projects and programs that benefit the public, including:

  • Parks
  • Playing fields and courts, including ball fields, pickleball courts, basketball courts, etc. 
  • Moab Aquatic and Fitness Center 
  • Moab Arts and Recreation Center
  • Pedestrian Trails/Bike paths
  • Sports programming
  • Arts and cultural programs

The Moab City Council will make the final decision on how RAP Tax funds are spent for qualifying projects, programs, facilities, etc. The Moab community will have the opportunity to provide input on proposed qualifying projects that will be considered by the City Council.

The City Council determines the percentage of total RAP Tax revenues collected that will be allocated to qualifying non-profit organizations. For 2022-2023, that percentage is 20% or approximately $93,000. The RAP Tax Advisory Committee (RAP TAC) will review applications from qualifying non-profit groups and make recommendations for funding to the Moab City Council. The City Council makes the final decision.

The remaining revenue from RAP Tax funds (80% for 2022-2023) will be dedicated to qualifying City-specific projects, which will be recommended by City staff. The City Council makes the final decision.
